This leads to voters feeling marginalized by members of Congress. A form letter response is NOT enough. For a given bill, PAPA’s published ‘Advisory Voting Metrics’ will supplement form letters from legislators by stating the number of Advisory Votes each legislator received from constituents through the Political Advisory Panel of America to vote ‘yea’ and the number of Advisory Votes to vote ‘nay’ on any current bill.
Voters need their elected officials to follow through on their campaign promises – not to be diverted by political parties or special interest groups. Therefore PAPA will generate ‘Accountability Scorecards’ on each legislator to help constituents track their legislators’ actions and congressional votes.
Citizens want less influence on legislation fromentities and individuals that promise legislators money and power in exchange for favors. Therefore PAPA will use Advisory Voting Metrics to shed transparency on constituents' advice (while preserving voter privacy). These metrics will establish a published 'base of advice' against which each legislator's congressional vote can be compared. The intended result of these published metrics, or aggregated and transparent advice, will be to place more weight on advice from voters and to take influence away from those who promise money and power.
Not only do citizens require their representatives and senators to be accountable to voters, most citizens believe their legislators are obligated to demonstrate their accountability and value to their constituents. PAPA’s Advisory Voting Metrics and Accountability Scorecards will combine to also become tools for legislators to demonstrate their value and accountability to their constituents.
Citizens need their elected officials to acknowledge voters are an important part of breaking political deadlocks, to more quickly generate bills for the President’s signature - bills that are better aligned with the needs of the people. PAPA’s Advisory Voting and ability to recommend new legislation will provide pathways to progress even when political parties throw up roadblocks.

Electronic voting will better facilitate Accountability Scorecards on all congressional activities. The PAPA proposal includes a recommendation for the W.H. Office of American Innovation to champion this modernization, and for Congress to budget for this internal electronic roll-call voting.
